CECD was established on December 14, 1998 through a cooperative agreement between the University of Maryland and the Indian Head Division of the Naval Surface Warfare Center. The pages below document the federal agencies, national laboratories, companies, and universities the Center has worked with since.

The cooperative agreements.

The first five-year agreement was signed at Indian Head on December 14, 1998 by founding director Davinder K. Anand, with Ron Armstrong, William Fourney, Chester Clark, James Short, Robert Kavetsky, and others. A second agreement followed in 2004, alongside the formal Southern Maryland Initiative for Energetic Capability Development.

A third, $10 million, five-year cooperative agreement was signed on October 5, 2009 in response to NSWC solicitation BAA-08-001, awarded against four criteria: technical merit, Navy mission relevance, capabilities and facilities, and cost share. Through 2008, the first two agreements supported 130 technical projects involving 52 NSWC scientists and engineers alongside 31 UMD faculty and researchers.
